(Navy's board of review was not unlike the congressional review with no recognition of beatings or eye witness account of such. It denies Matthew of having the less than honorable rating removed, guaranteeing for life his having loss of any medical benefits from VA or being able to carry a Veteran ID, although he graduated from Parris Island, served in Afghanistan, and was in the military for two years.)
